Disability Assistance
If the Heater Hotline staff determine that your heater needs to be replaced, they will forward your application to BSRP. Restore, Repair, Renew Program Offering low-interest loans to help homeowners make home improvements. The Federal Home Loan Bank Home Repair Program partners with homeowners in targeted neighborhoods to make critical repairs at an affordable cost. ACCESS Home Modification loans are available in addition to any downpayment and/or closing cost assistance or HOMEstead funds for which the applicants may qualify. These additional mortgages will NOT be factored into maximum loan-to-value financing limitations.
Habitat conducts a virtual home assessment to determine if the home is a good fit for the FHLB Home Repair Program’s provided services. We select neighborhoods based on need, and spend several years working alongside homeowners in those communities to make the biggest possible impact in stabilizing homes, blocks, and the neighborhood as a whole. The FHLB Home Repair Program’s work is currently focused in Mill Creek, Belmont, and Mantua in West Philadelphia, and in Brewerytown, Sharswood, North Philadelphia West, and Strawberry Mansion in North Philadelphia.

The ACCESS Home Modification Program provides mortgage loans to assist persons with disabilities or who have a family member living in the household with disabilities who are purchasing a home that needs accessibility modifications. This program provides a deferred payment loan, with no interest, and no monthly payment. The loan becomes due and payable upon sale, transfer, or non-owner occupancy of the property. PHFA will disburse the funds to the contractor with the homebuyer's written approval and secure a certificate of completion.

We strongly encourage you to seek the assistance of a counselor before you sign a sales agreement, especially if you are a first-time buyer. Additionally, this program provides funding to the counties for construction-related workforce development. The Basic Systems Repair Program provides free repairs to correct electrical, plumbing, heating, limited structural and carpentry, and roofing emergencies in eligible owner-occupied homes in Philadelphia. For military veterans Home Repair for Veterans Since 2011, The Home Depot Foundation has generously funded critical repairs on the homes of veterans through Habitat for Humanity’s Philadelphia Veteran Repair Corps program.

An initial draw in an amount up to 50 percent of the total repair cost may be issued at closing. The checks for each draw must be signed by both the borrower and the contractor. A maximum of two inspections with a charge not to exceed $75 each may be ordered by the lender. The lender will secure the completion certificate from the original appraiser within 90 days of closing.
